The family has a niece who grew up with them. Can we get them a Child Visa?

No sorry. Only biological, step or adopted children. No chance for another relative.

When can we apply for a Child Visa?
Do I need to apply for a Child Visa at the same time as a Partner Visa?

Can I bring my niece who is now 12 years old and I have been supporting her since she was born? My niece’s parent (father) is unknown and her mother has just dumped her at my parents place and disappear after giving birth until now. So I have supported her since birth financially until now and I would like to bring her here in Australia as my parents are getting older (75’s of age).

Not if she has parents who are alive and simply not willing to help, sorry Lorna.
